The chemtrail conspiracy theory holds that some trails left by aircraft are chemical or biological agentsdeliberately sprayed at high altitudes for purposes undisclosed to the general public in clandestine programs directed by various government officials.[1] This theory is not accepted by the scientific community, which states that they are just normal contrails, as there is no scientific evidence supporting the chemtrail theory.
Due to the popularity of the conspiracy theory, official agencies have received thousands of complaints from people who have demanded an explanation.[1][2] The existence of chemtrails has been repeatedly denied by scientists around the world, who say the trails are normal contrails.[3] The United States Air Force states that the theory is a hoax which "has been investigated and refuted by many established and accredited universities, scientific organizations, and major media publications."[4] The United Kingdom's Department for Environment, Food and Rural Affairs has stated that chemtrails are not scientifically recognized phenomena.[5]
The term chemtrail is a portmanteau of the words "chemical" and "trail," just as contrail is a contraction of "condensation trail." The term does not refer to other forms of aerial spraying such as agricultural spraying ('crop dusting'), cloud seeding, skywriting, or aerial firefighting.[6] The term specifically refers to aerial trails allegedly caused by the systematic high-altitude release of chemical substances not found in ordinary contrails, resulting in the appearance of characteristic sky tracks. Supporters of this conspiracy theory speculate that the purpose of the chemical release may be for solar radiation management, psychological manipulation, population control,[1] weather control,[2] or biological warfare/chemical warfare and that these trails are causing respiratory illnesses and other health problems.[7][8]
Overview
In 1996, a chemtrail conspiracy theory began to circulate when the United States Air Force (USAF) was accused of "spraying the US population with mysterious substances" from aircraft "generating unusual contrail patterns."[4]The Air Force says these accusations were a hoax fueled in part by citations to a strategy paper drafted within the Air Force's Air University entitled Weather as a Force Multiplier: Owning the Weather in 2025.[9][10] The paper was presented in response to a military directive to outline a future strategic weather modification system for the purpose of maintaining the United States' military dominance in the year 2025, and identified as "fictional representations of future situations/scenarios."[10] The Air Force further clarified that the paper "does not reflect current military policy, practice, or capability," and that it is "not conducting any weather modification experiments or programs and has no plans to do so in the future."[4][11] Additionally, the Air Force states that the "'Chemtrail' hoax has been investigated and refuted by many established and accredited universities, scientific organizations, and major media publications."[4]
In Britain, when the Secretary of State for Environment, Food and Rural Affairs was asked "what research her Department has undertaken into the polluting effects of chemtrails for aircraft", the response was that "the Department is not researching into chemtrails from aircraft as they are not scientifically recognised phenomena," but that work was being conducted to understand "how contrails are formed and what effects they have on the atmosphere."[5]
In a response to a petition by concerned Canadian citizens regarding "chemicals used in aerial sprayings are adversely affecting the health of Canadians," the Government House Leader responded by stating, "There is no substantiated evidence, scientific or otherwise, to support the allegation that there is high altitude spraying conducted in Canadian airspace. The term 'chemtrails' is a popularised expression, and there is no scientific evidence to support their existence."[12][13][14][15] The house leader goes on to say that "it is our belief that the petitioners are seeing regular airplane condensation trails, or contrails."[12]
Various versions of the chemtrail conspiracy theory have circulated through Internet websites and radio programs.[1] In some of the accounts, the chemicals are described as barium and aluminum salts, polymer fibers,thorium, or silicon carbide.[3] In other accounts it is alleged the skies are being seeded with electrically conductive materials as part of a massive electromagnetic superweapons program based around the High Frequency Active Auroral Research Program (HAARP).[16] Those who believe in the conspiracy say the chemtrails are toxic,[17] but the reasons given by those who believe in the conspiracy vary widely, spanning from military weapons testing, chemical population control, to global warming mitigation measures.[2] Scientists and federal agencies have consistently denied that chemtrails exist, insisting the sky tracks are simply persistent contrails.[3] As the chemtrail conspiracy theory spread, federal officials were flooded with angry calls and letters.[3] A multi-agency response to dispel the rumors was published in a 2000 fact sheet by theEnvironmental Protection Agency (EPA), the Federal Aviation Administration (FAA), the National Aeronautics and Space Administration (NASA) and theNational Oceanic and Atmospheric Administration (NOAA), a step many chemtrail believers have interpreted as further evidence of the existence of a government cover-up.[3]
Proponents of the chemtrail conspiracy theory say that chemtrails can be distinguished from contrails by their long duration, asserting that the chemtrails are those trails left by aircraft that persist for as much as a half day or transform into cirrus-like clouds.[2]
"Chemtrails" were mentioned in one version of a bill sponsored by Dennis Kucinich entitled H.R. 2977 (107th): Space Preservation Act of 2001 under "exotic weapons systems".[18][19]
Contrails vs chemtrails
Contrails, or condensation trails, are "streaks of condensed water vapor created in the air by an airplane or rocket at high altitudes."[4] These condensation trails are the result of normal emissions of water vapor from piston engines and jet engines at high altitudes in which the water vapor condenses into a visible cloud. Contrails are formed when hot humid air from the engines mixes with the colder surrounding air. The rate at which contrails dissipate is entirely dependent on weather conditions and altitude. If the atmosphere is near saturation, the contrail may exist for some time. Conversely, if the atmosphere is dry, the contrail will dissipate quickly.[4]
It is well established by atmospheric scientists that persistent contrails not only can persist for hours, but it is a perfectly normal characteristic for them to spread out into cirrus sheets. Contrails between 25,000 and 40,000 feet can often merge into an "almost solid" interlaced sheet.[20] Contrails can have a lateral spread of several kilometers, and given sufficient air traffic it is possible for contrails to create an entirely overcast sky which increases the ice budget of individual contrails and persists for hours.[21]
The term "chemtrails," coming from the words "chemical trails" in the same fashion that the term "contrail" comes from the words "condensation trail," is a term coined to suggest that contrails are formed by something other than a natural process of engine exhaust hitting the cold air in the atmosphere. Proponents of the theory of the existence of chemtrails characterize these phenomena as streams that persist for hours and that, with their criss-cross, grid-like or parallel stripe patterns, eventually blend to form large clouds. Proponents view the presence of visible color spectra in the streams, unusual concentrations of sky tracks in a single area, or lingering tracks left by unmarked or military airplanes flying at atypical altitudes or locations as markers of chemtrails.[1][3][7][22][23][24]

This frequency near 1.44 MHz is the rate that electrons gyrate around the Earth's magnetic field.
The NRL group succeeded in producing artificial plasma clouds with densities exceeding 9 x 105 electrons cm3 using HAARP transmission at the sixth harmonic of the electron cyclotron frequency.
Optical images of the artificial plasma balls show that they are turbulent with dynamically changing density structures. Electrostatic waves generated by the HAARP radio transmissions are thought to be responsible for accelerating electrons to high enough energy to produce the glow discharge in the neutral atmosphere approaching altitudes of nearly 170 kilometers.
The NRL group succeeded in producing artificial plasma clouds with densities exceeding 9 x 105 electrons cm3 using HAARP transmission at the sixth harmonic of the electron cyclotron frequency.

In 1975, the US and Canada entered into an agreement under the auspices of the United Nations for the exchange of information on weather modification activity.[19]

Weather modification, particularly hostile weather warfare, was addressed by the "United Nations General Assembly Resolution 31/72, TIAS 9614 Convention[20] on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques." The Convention was signed in Geneva on May 18, 1977; entered into force on October 5, 1978; ratified by U.S. President Jimmy Carter on December 13, 1979; and the U.S. ratification deposited at New York January 17, 1980.[21]

In the US, the National Oceanic and Atmospheric Administration keeps records of weather modification projects on behalf of the Secretary of Commerce, under authority of Public Law 92-205, 15 USC § 330B, enacted in 1971.[22]

2005 U.S. Senate Bill 517 and U.S. House Bill 2995 U.S. Senate Bill 517[23] and U.S. House Bill 2995[24] were two bills proposed in 2005 that would have expanded experimental weather modification, to establish a Weather Modification Operations and Research Board, and implemented a national weather modification policy. Neither were made into law. Former Texas State Senator John N. Leedom was the key lobbyist on behalf of the weather modification bills.
2007 U.S. Senate Bill 1807 & U.S. House Bill 3445 Senate Bill 1807 and House Bill 3445, identical bills introduced July 17, 2007, proposed to establish a Weather Mitigation Advisory and Research Board to fund weather modification research [25][26]

Climatologists have simulated hurricane control based on selective heating and cooling (or prevention of evaporation).[27] Futurist John Smart has discussed the potential for weather control via space-based solar power networks. One proposal involves the gentle heating via microwave of portions of large hurricanes. Such chaotic systems may be susceptible to "side steering" with a few degrees of increased temperature/pressure at critical points. A sufficient network might keep the largest and most potentially damaging hurricanes from landfall, at the request of host nations. Blizzards, monsoons, and other extreme weather are also potential candidates for space-based amelioration.[citation needed] If large-scale weather control were to become feasible, potential negative implications may include:
- Unintended side effects, especially given the chaotic nature of weather development[citation needed]
- Damage to existing ecosystems[citation needed]
- Health risks to humans[citation needed]
- Equipment malfunction or accidents[citation needed]
- Malevolent control or use as a weapon[citation needed]
- ELF hot spots causing slightly accelerated ionospheric depletion by solar wind [28][not in citation given]
For the 2008 Olympics, China had 30 airplanes, 4,000 rocket launchers, and 7,000 anti-aircraft guns to stop rain. Each system would shoot various chemicals into any threatening clouds to shrink rain drops before they reach the stadium.[29]

The history of radar starts with experiments by Heinrich Hertz in the late 19th century that showed that radio waves were reflected by metallic objects. This possibility was suggested in James Clerk Maxwell's seminal work on electromagnetism. However, it was not until the early 20th century that systems were able to use these principles were becoming widely available, and it was German inventor Christian Hülsmeyer who first used them to build a simple ship detection device intended to help avoid collisions in fog (Reichspatent Nr. 165546). Numerous similar systems were developed over the next two decades.
